The cith was warned a month in advance. Also, I read a report that this was predicted months earlier.
Troops cannot defend a city that's flat. The city is not hills and hills like New Jersey. Once the hurricane formed, that city was long lost and nothing could stop it. Plus, the hurricane was at ocean depth, I doubt any soldiers are going to put there lives on the line, for nothing.
