YPN and AdWords would probably be your best bet. PPC engines are nice, and by that I mean those outside of the SE world, but most PPC's do not deliver and you will find most PPC's also do not have the best fraud tracking.

YPN and AdWords have pretty good fraudulent click tracking methods, so depending on how much you want to spend, I'd start there.
