I think it can be quite influential to the success of a forum, as not only are you being given a unique identity to play around with but you are also allowed to create a skin which can specifically relate to genre interests; such as an anime board with anime images flown seemlessly all over the place.

A good costum skin matching the site theme is always good, it might be one of the most important key in my opinion to get members. Who would like to join a board with a skin that hurts your eyes?

A skin has two purposes. To make your forum look good, and appealing, etc. And to state what your forum is really about. When a member first clicks a link to your board, what do they see? The banner and the skin. If it looks like crap, then they most likely leave. But if they like what they see, and it looks really nice, then they will stick around and check the place out. It's important.

I have found some aswome pre-made skins. As for buttons, not so cool. I am awaiting a custom skin that is going to be really cool.

I've noticed that lighter skins get you more members. Lighter skins gives it a friendly feeling, and that's what members want. Darker skins make you feel pressured and you won't want to join.

It depends. Darker skins attract the younger crowd. Todays youth, they like dark colors. A brighter skin seems more professional and will attrat older people.

That's my opinion.

At ETC we have like, 6-7 different skins loaded up, so a member can pick and choose what they want. Our default is a nice icey one, good and simple.
