All template files go in the ##PHPBBROOT##/templates/##STYLENAME##/ .

So you would find the .tpl files to edit the templates in that area. These files are edittable via any editor except notepad (Doesnt recognize the characters correctly) and Dreamweaver, which seems to add dummy code to the .tpl which will mess up your forums.

To install a skin, you upload the skin's directory with all the .tpl files in it to:
##PHPBBROOT##/templates/

Also, take note of readme's in the skin zip that you download, those usually have some nice direction as well.

Then, if you are asking how to change the default style, that option is under the Configuration page in the AdminCP, titled "Default Style".
